Michael Van Doren, MSN, RN, CARN
Program Director, Texas Peer Assistance Program for Nurses

Michael A. Van Doren has been program director for the Texas Peer Assistance Program for Nurses since 1990. With a small numberof very dedicated staffa nd over 200 volunteer nurse advocates, TPAPN has remainded a leader of alternative programs since its inception in 1987.

Mike earned both his Bacehlor and Master degrees in nursing at the University of Virgina. Mike has worked in a variety of nursing areas: As medical center staff nurse, in public health nursing, as instructor in a diploma program and as instructor and assistant professor with the RN to BSN program at Angelo State University, San Angelo. Prior to accepting Mike worked in adulty psychiatric & substance abuse programs.

Mike has maintained certification as an addictions registered nurse (CARN) since 1994. He is the past treasurer and former president of the National Organization of Alternative Programs (NOAP), an organization that serves to futher the development of programs like TPAPN for all health professionals. Most recently served on the National Council of State Boards of Nursing's "Chemical Dependency Program Regulatory Committee" where he assisted in the development of a handbook and best practice guidleines for alternative programs. Mike regularly writes and speaks on peer assistance and related health issues.

Mike and his family have taken root in Cedar Park, Texas, where he enjoys organic gardening, hiking, music and star-gazing with his family, and dreams of sleeping-in one day.

Shafeeqa Giarratani
Attorney, Fulbright & Jaworski, LLP

Fulbright & Jaworski L.L.P. Associate Shafeeqa Giarratani, an Austin native, practices in the firm's labor and employment, appellate and litigation groups. She represents employers in federal and state court and before administrative agencies such as the Equal Employment Opportunity Commission and the Texas Workforce Commission. She regularly handles litigation matters at both the trial and appellate level and in alternative dispute resolution.

Shafeeqa has represented management in civil rights, wrongful discharge, Family and Medical Leave Act, Fair Labor Standards Act, employment tort, defamation, breach of contract, tortious interference and other employment-related charges and litigation. She also regularly advises clients on affirmative action and Office of Federal Contract Compliance Program (OFCCP) compliance issues, from developing affirmative action plans to representing companies during the audit process. Shafeeqa also performs supervisory training seminars, prepares and reviews personnel handbooks and policies and advises clients regarding employee retention and termination. Additionally, her appellate work includes patent, construction and employment matters. She has experience preparing appellate briefs for Texas appellate courts, including the Supreme Court of Texas and to federal courts such as the Federal Circuit.

Before law school, Shafeeqa worked as a judicial intern for the Texas Judicial Council under Chief Justice Thomas Phillips.

Josephine Zamora

Michell Apodaca
VP Government Relations, Texas Hospital Association

Michelle Apodaca, J.D., is vice president of advocacy, legal and public policy for the Texas Hospital Association.  In her role at THA, Apodaca focuses on a variety of hospital and health advocacy initiatives before the Texas Legislature and regulatory agencies.

Prior to joining THA, she was a member of the health care section of Brown McCarroll LLP and Hilgers & Watkins PC, served as the in-house legal counsel and compliance officer for El Paso First Health Plans, and was a legislative aide to Sen. Eliot Shapleigh and former U.S. Rep. John Bryant.

Apodaca earned a bachelor’s in business administration from Austin College in Sherman, Texas, and her law degree from Texas Wesleyan School of Law in Fort Worth.

 

John Berta
Senior Director, Policy Analysis, Texas Hospital Association

John Berta is a senior director of policy analysis at the Texas Hospital Association, where he has worked on policy issues for more than 20 years. He is responsible for monitoring activities of the Texas Health and Human Services Commission and the Division of Workers’ Compensation at the Texas Department of Insurance. Berta provides analysis and assists hospitals in following agency activities related to Texas Medicaid, CHIP and workers’ compensation, with an emphasis on hospital payment initiatives. In addition, he supports the hospital association’s efforts on state budget and other policy issues.

Berta is a graduate of The University of Texas at El Paso with a bachelor’s of business administration with emphasis on accounting. Before joining THA, he worked as a cost accountant for Allen-Bradley/Rockwell International in the company’s El Paso electronics division and for Thomason Hospital (University Medical Center of El Paso) where he served as budget director, director of financial planning and director of third-party reimbursement.

James Kizziar, Jr.
Attorney, Bracewell & Giuliani LLP

Practicing law since 1978, James Kizziar represents and counsels the managers and owners of diverse companies and business entities in all aspects of labor and employment law, before federal and state agencies and the courts. His practice includes litigation and preventive counseling of management on issues such as discrimination, harassment, union organizing and wage-hour issues.

Mr. Kizziar conducts employment law training for executives, managers and supervisors. He also is a lecturer and prolific writer on labor law issues, and served on the editorial board of the Texas Labor Letter. Mr. Kizziar co-authored a chapter, "Risk Management Issues in Employment" for the American Hospital Association's Risk Management Handbook for Health Care Facilities. He co-authored a resource guide, Human Resources Management: A Comprehensive Guide for Apartment Professionals, for the National Apartment Association. Mr. Kizziar serves as special counsel for labor and employment matters for the Texas Apartment Association.

Sandra Ramos White
Counsel, Bracewell & Giuliani LLP

Sandra Ramos White practices in the firm's labor and employment and employee benefits section. Her practice includes the representation of management in a full range of labor and employment law matters, counseling and advising corporate managers, formulating preventive strategies, drafting employee handbooks and personnel policies and procedures, and representing clients before administrative agencies, mediations, arbitrations, court proceedings and settlement negotiations.

Prior to receiving her J.D., Ms. White was employed for more than eight years in the area of human resources, including two years as a human resources director for an internationally known electronics manufacturer.

Ms. White has also worked as in-house employment counsel for a global media and entertainment Fortune 500 company.
